Market Rasen met Mary Portas – hear about it tonight at 7pm

Early start for Market Rasen town team off to London to meet the Queen of shops, Mary Portas.

Just a quick reminder that all Market Rasen businesses are invited to a meeting tonight at 7pm at Holy Rood Schoolroom, where we’ll be telling you all about our trip to London yesterday to exchange BIG ideas with the other Portas Pilot towns and to meet Grant Shapps and Mary Portas.

We’ll also be voting on the Board for our Community Interest Company. If you haven’t yet completed your CIC application form dropped it to Nicholson’s with £2, please do so in advance of the meeting and bring along tonight or you won’t be entitled to vote, unless you are a fully registered as a member.

Market Rasen’s Top Tips for a Winning Portas Pilot bid

We’re well aware that many other towns are submitting a bid for Portas Pilot Round 2, with a deadline of June 30th. A few have approached us to ask what we think made our bid successful, so we’ve been putting together a list. We thought it made a lot of sense to put the list on this blog, so everyone can take a look.

We’ve asked the people on our town team who spent the most time on the bid to tell us what they think made Market Rasen stand out from the rest and win the funding. This is what they said:

  1. Get the issues and intel straight from the horses mouth – engage early, listen carefully, think hard. Get out and about and speak to people. Gather thoughts, share experiences, develop visions together and bounce ideas around. Communicate like crazy – with stakeholders, with the world, with anyone that will listen.
  2. Push for big ideas – don’t be satisfied with little beans, grow them into monster beanstalks.

  3. Be cheeky. If you don’t ask, you don’t get. Ask the great and the good in your town to help. Approach the big brand names in your town with a definite request.
  4. Have the courage of your convictions – be prepared to pursue your plans with or without Portas funds.
  5. Take a zero tolerance policy on ‘can’t because’ – make your ethos and style all about ‘can if’ and amazing things will happen.
  6. Don’t sit around having meetings – just get on and make things happen. Put on events in the heart of your high street that people want to come to and grab media attention
  7. PR everything  like mad – build a super close relationship with your local paper and get on first name terms with all your region’s radio, TV and print journalists.
  8. Set up a Google News Alerts for “Portas Pilot” so you don’t miss any news articles on the competition.

    Get friendly with your local & regional press, papers, radio & TV. Give them strong stories, often.

  9. Search Twitter on the terms #PortasPilot and “Portas Pilot” (every day if you can), to keep on top of the latest buzz.  Also search for Twitter for tweets on your home town and county, so you can follow and engage with other Twitter users that are local and influential. Click here to see what people are saying about #PortasPilot on Twitter now!
  10. Social media is essential to promote your bid and engage with all stakeholders in your community, especially people that don’t normally come to town meetings. Twitter in particular is vital to reach beyond your area and engage with other Town Teams and many brilliant, inspiring people who can help. Choose the platform that’s right for you – Twitter, Facebook and a blog are (we feel) givens, but we also used Instagram (to share great photos) because we live in such a pretty and historic part of Britain.     We regularly ask local Instagram photographers to upload images to our #tags to promote the town online

  11. Embrace all your local skill sets – put the call out – you’ll be surprised at what amazing talent there is buzzing under the surface of a local business community.
  12. Use smart working practices like free cloud based applications to build your contacts and share information, quickly easily and freely! We use Dropbox to share documents. You can also use Facebook groups (public or private) to thrash out smaller ideas and reach quick decisions without the need for calling a meeting.
  13. Knowing Mary was involved, our bid video took inspiration from trailers for TV programmes, covering the juicy highlights of our story, with lots of Market Rasen people speaking with genuine passion in real high street locations.
  14. Watch the 12 winning videos, they are all in one place on the Mary Portas Website. Pick out what works for your town, then make your bid your own.
  15. Make sure your video has all the right tags added on YouTube. We tagged ours with: Portas Pilot, Shopping, Mary Portas, High Street Review, town centres, Government funding, Minister Grant Shapps, DCLG, Portas Pilots, Town Teams, shops, towns, Store, business, local authorities, retail, shoppers consumers, MR BIG, Market Rasen BIG, Market Rasen, Lincolnshire, Twitter, @maryportas
  16. Make the written bid easy to read, cut out the waffle, and reveal a little personality. With 250-300 bids to be judged, you will stand out from the pile by showing character and even a bit of humour.
  17. Submit the bid and crack on regardless. Whilst we were waiting to find out if we won, we acted as if we had, putting on our ‘Extraordinary Portas Pop up Market’ to show we meant business and prove what we could achieve even without funding.

    With the help of our primary school, we filled an empty shop with 269 children’s fishes & wishes (about the future of Rasen). This was our Pop Up Market’s Pied Piper, bringing children (& parents) en masse

  18. Brainstorm really creative ideas and test commercially to ensure they are practical and deliverable.
  19. Bring a commercial business planning feel to the table but remember to keep it simple
  20. Gather individuals together who are passionate about your town, who have a wide range of skills and experiences and share a similar vision.
  21. Work hard, never give up even when it gets tough and complicated, cut through the politics and red tape with professionalism… and enjoy it!

Join MR BIG’s BOARD & make Portas Pilot really work for Market Rasen

Want to become more involved in MR BIG?

Over the next few weeks, we’re creating the Community Interest Company (CIC) structure to drive forward the plans that we laid down in our Portas Pilot bid. The structure and reporting that the Company will give us will be important in making sure we realise our vision and manage our funds in a transparent and accountable way.

We would like to see a Company Board appointed by members, bringing together a good representation of our business membership profile (trader and non trader) with the right mix of skills to effectively manage our resources and deliver our project plans.

With this in mind, we are inviting people to step forward and volunteer for the roles listed below. To be clear (as volunteers) board members will be unpaid. We plan to profile board members on this blog with a photo and short bio. To qualify as a board member, you must be a Market Rasen business person and you must be registered with MR BIG. If you are not yet registered, please click through to our registration form to do this now. 

The roles we are looking to fill are as follows:

Finance & Fundraising – for accounting, reporting and approaching sponsors

Property & Commercial – for buildings related matters and financial sustainability

Town Tidy Up Champion – to drive projects that deliver visible improvements to the way or Town looks

Markets Co-ordinator – to deliver BIG market events

Sustainable Shopping Co-ordinator – to direct the activity of our pop-up shop and any other retail-focused projects

HR, Training & Development Co-ordinator – to deliver a programme of training and development for members and any people management responsibilities for the company

Marketing – to drive marketing and promotions associated with specific projects

Publicity & Social Media – to manage MR BIG’s profile in the press and on-line

Membership Liaison (traders) – to ensure traders views are represented and projects are delivered for and by traders

Membership Liaison (non-traders) – to ensure the views of non-trader business members are fully represented and projects are delivered for and by non-trader members

Community and Culture co-ordinator – to ensure MR BIG connects and works with broader community groups, non-business volunteers and arts groups

Events co-ordinator – to take care of logistics and organisation of BIG events

The closing date to express an interest in a role is Friday the 22nd June. 

Please note – that if any roles are not filled, responsbilities may be doubled up.
Once the Board is formed a Chair and Company Secretary will be voted on by appointed Directors from amongst Board Members.

Our Portas bid includes funds for a Town Centre Manager (this is a paid-for role). We will be advertising this shortly and all members will be notified. We expect this person to report to the Board, once appointed.

Key Dates to Diary

All business members are invited to a formal open meeting on Monday the 18th. This meeting will be devoted to reviewing MR BIG’s vision, progress and plans for the future. We’d really like all members to attend this meeting and we are hoping that our dedicated representative from the Government will be joining us on that date to discuss our Portas Pilot.

Following that on Tuesday 26th June, 7pm will be a session where members elect their Board. Voting can be done by proxy for anyone who cannot attend on the night, details to follow.

Market Rasen Portas Pilot – What’s Happened & What’s Going to Happen Next

Our Open Letter to our MR BIG business members, and already read and commented on by Grant Shapps MP:

Dear MR BIG business colleague,

It’s been a busy few weeks since our Extraordinary Pop Up Market, not least of all because of the news that we won our place as one of the first 12 Portas Pilot Towns to receive money for High Street Regeneration.

It’s taken a little while for us to understand from the Government, what winning these monies means in practice – as it will certainly be a high profile affair, under the scrutiny of the national media.

Now that we have a bit more information, here’s an update of what’s been happening, along with meetings and actions planned as we look ahead.

The Minister of State for Housing and Planning, Grant Shapps has been in touch, as have members of his Portas Pilot team. They have advised us of the following:

o We will have specific experts to help us action the plan that secured our winning place.

o Our monies will be available soon and will be paid to West Lindsey District Council (who is our accountable body). We will draw the cash down from there. (Note: our winnings are ring-fenced for MR BIG, they cannot be spent or allocated by WLDC).

The meeting when we decided to go for Portas!

o People from the government are coming to visit us on the 18th of June and we will be told the exact rules about how we spend our Portas Pilot cash – but we believe we will have to closely adhere to the plan we put forward in our bid.

The people from Mary Portas’ TV production company have already paid us a visit. They have advised us of the following:

o They love Market Rasen and think we’ve got a fantastic story to tell. BUT it’s unlikely that we will be one of the main featured Towns in the TV series that is going to be made. (It’s important that we are all clear that the TV series is a bolt-on to the official Portas Pilot, which is a government initiative).

o The reason that we are unlikely to be one of the main Towns on TV, is simply because the amount of road noise through Market Rasen makes filming difficult.

o We are still likely to be visited by Mary Portas at some point and will have the opportunity to share our ideas with Mary.

The core group that led the Portas Pilot bid has been busy, getting important structure and process in place. These were promises we made in the bid, in order to qualify for the funds. Now we have been confirmed as a winner, we have had to fulfill these promises.

VERY IMPORTANT:

o In order to receive and administer the funds we have won, we have to create a formal ‘Community Interest Company.’ This is a ‘not for profit’ organization that will work for the benefit of Market Rasen. It will continue to be called Market Rasen Business Improvement Group.

The big ideas on the table that formed our bid

o This allows us to have a bank account and ensures that an official structure is in place to make sure that these funds are used responsibly, transparently and in a way that is accountable to members.

o Every business member of MR BIG today (and in the future), is invited to become a member of the Community Interest Company (CIC). Membership costs £2 and buys each member a single share in the company (and a right to vote on important issues at public meetings).

o The CIC must elect a Company Board. These are unpaid, volunteer roles, but have a defined purpose and responsibilities. We are proposing a Board of 10-12 members, ideally to include some of the people who have driven the bid so far, plus some others to ensure a good representation of member businesses and sectors.

o The Directors of the Company will continue to follow the vision developed by our members in the Open Meetings we held earlier this year. In short, Market Rasen Business Improvement Group exists to 1) Improve the look and feel of our town centre 2) Take steps to increase customer footfall in town, for the benefit of Market Rasen businesses. (Please note the Town Transformation Plan and Action Plan document we developed together are available on this blog, just click those links, and in our town library as hard copies).

o We are proposing to hold two Open Meetings in close succession. The first at 7.00pm on Monday the 18th June at Holy Rood Schoolroom, will be a briefing session to cover the points in this email and hold a Q&A session so that all members are up to speed. The second will be 7.00pm on Tuesday 26th June, same venue and this will be a session where members elect their Board. (We will send more information on the process for this in the next couple of days and hold an informal briefing session.)

MR BIG also met with the Town Council last week, to put forward a proposal to run 10 BIG markets over the course of the year ahead. The meeting was positive and we expect to hear the definitive outcome in the next day or two. We hope that these events will build on the success of the Extraordinary Pop Up Market and draw in shoppers locally and regionally, to boost footfall for traders in our town.

40 business people, 40 ideas, one winning bid

We have also been working with West Lindsey District Council to see if we can secure additional funding to support some of the plans in our bid. Initial meetings have been extremely positive and we should know the outcome in the next few weeks.
Hopefully, you’ll all have seen some of the positive publicity our Portas Pilot Win has created. We’ve been the focus of national, regional and local media interest, all reporting positive stories about our town. A handful of our members with media experience have been fielding these enquiries and have been directing visiting media out and along the High Street to talk to traders about their experiences. Our status as a Portas Pilot winner means that the media will continue to take an interest in our progress over the months ahead with positive stories that help to put Market Rasen on the map for all the right reasons.
Please remember our winning bid was the outcome of the ideas and concerns of 40+ BIG members, progressed by around 15 handraisers who matched our thinking to specific recommendations within the Portas recommendations to government. The ideas we proposed were strong enough to secure our place as winners – it’s important that we show strength and focus in implementing those ideas. So now’s the time to get involved and take an active role in making things happen.

Market Rasen Portas Pilot: The Bid & The Money & The Back Story

This post confirms our Portas Pilot plans and funding in detail.

Everything achieved by the group so far (the bid, the bid video, the Extraordinary Pop up market plus the ongoing management, development and publicity work) has been achieved without funding. We have got this far through many, many people donating their time and talents to the town. Our business group only started in January 2012.

The Portas Pilot Funding – to the Penny

Market Rasen applied for a fund of £98,599 – a retail price if ever there was one!

Here’s how we are allocating this money to achieve the big ideas in our Town Transformation Plan.

  • Town Tidy Project – £4,000;
  • Market regeneration – £37,000;
  • Sustainable shopping – £45,049;
  • Promotion – £12,000;
  • Administration – £550.

The budget includes funding for a part-time town manager, retail apprentice and pop-up shop, together with two major food festivals or markets.

The Back Story

Market Rasen Business Improvement Group – MR BIG – began in January 2012 as a voluntary group for local businesses to work together to improve the overall experience for those who live, work and visit the town, and we set out this stall before the Portas Pilot competition was announced. Our aim is to enhance the look and feel of the main street and retail areas. We want to help local business owners find the information they need and the workshops they want to provide a unique stand-out service to their customers. We want to attract exciting new start-ups and support them to succeed. In short, we want to help Market Rasen to become the best it can be; a vibrant, thriving and attractive market town supported by local people and attracting visitors to our unique corner of Lincolnshire.
